What is a Commercial EPC

A commercial EPC, also known as a non-domestic Energy Performance Certificate, provides a clear measure of how energy efficient a commercial property is. It rates the building on a scale from A (most energy efficient) to G (least energy efficient) and includes practical recommendations to help improve performance, reduce energy consumption and lower running costs.

For landlords and property managers across Blackpool, Lytham St Annes, Fleetwood, Poulton-le-Fylde, Thornton-Cleveleys, Kirkham and the wider Fylde Coast, the EPC plays a critical role in MEES compliance. Properties with poor EPC ratings may be restricted from being legally let, making an accurate and up-to-date certificate essential. The recommendations within the EPC also support future planning, helping owners prioritise improvements and protect the long-term value of their asset.

A commercial EPC is legally required when a non-domestic property is constructed, sold or let, and must be made available to prospective buyers or tenants. Ensuring your EPC is compliant, accurate and reflective of how the building is used helps avoid delays, enforcement action and potential penalties, while providing reassurance to all parties involved.

Who needs a Commercial EPC

A commercial EPC is a legal requirement for a wide range of parties involved in the sale, letting or management of non-domestic property. It is required for:

  • Business owners who are selling or leasing a commercial property

  • Landlords who are letting non-domestic buildings, including shops, offices and industrial units

  • Property managers and managing agents responsible for ensuring regulatory compliance on behalf of owners

If a commercial property is being marketed for sale or to let, a valid EPC must be available to prospective buyers or tenants at the earliest opportunity. This ensures transparency around energy performance and helps demonstrate compliance with current regulations, including MEES requirements.

What types of property need a non-domestic EPC?

Most commercial properties are legally required to have a valid commercial EPC when they are sold, let or constructed. This requirement applies to a wide range of non-domestic buildings across Blackpool, Lytham St Annes, Fleetwood, Poulton-le-Fylde, Thornton-Cleveleys, Kirkham and the wider Fylde Coast, including:

  • Shops and retail units, from independent high-street premises to larger shopping centre units

  • Offices and business premises, including single offices and multi-occupancy buildings

  • Industrial units and warehouses, often with higher energy demands and complex layouts

  • Healthcare buildings, such as medical practices, clinics and dental surgeries

  • Restaurants, cafés, hotels and other hospitality venues, where energy usage is typically higher due to extended operating hours and specialist equipment

Some buildings may be exempt from EPC requirements, including certain places of worship, temporary structures and other qualifying property types. EPC exemptions can be complex and must be assessed carefully to ensure full compliance with current regulations.

For clear advice on whether your property requires a commercial EPC, or to discuss potential exemptions, please call 01253 486 919 and speak to a local, fully accredited EPC assessor.

What is the minimum EPC rating for commercial property?

Under current Minimum Energy Efficiency Standards (MEES) regulations, most commercial properties must achieve a minimum EPC rating of E in order to be legally let, unless a valid exemption has been formally registered. This requirement applies to privately rented non-domestic buildings and is enforced by local authorities.

Commercial properties with an EPC rating of F or G are classed as sub-standard. If these properties are rented without a registered exemption in place, landlords and property managers may be subject to enforcement action and financial penalties. Ensuring your EPC is accurate and up to date is therefore essential before marketing or continuing to let a property.

What happens if I don’t have a commercial EPC?

Failing to provide a valid commercial EPC when one is legally required can have serious consequences. These may include:

  • Financial penalties, issued by the local authority for non-compliance

  • Enforcement action, including compliance notices and potential publication of breaches

  • Delays or disruption when selling or leasing a commercial property, as buyers and tenants cannot proceed without an EPC

  • Increased scrutiny where MEES regulations apply, particularly for properties with lower EPC ratings

Having an up-to-date, accurate commercial EPC in place helps avoid compliance issues, reduces the risk of enforcement, and provides confidence to prospective tenants or buyers that the property meets current regulatory requirements. It also allows issues to be identified early, helping prevent last-minute delays or unexpected costs.
